The second purpose is to list all board-related documents (which can be seen only by board members) - they are located in the respective branch of the directory on the left.
You are in charge of keeping your documents up to date.
To edit and publish your documents, go to 'Site Admin' (from your drop-down menu in top right) and look for Modules/Images and Documents; you might find the 'Doc List View' most convenient.
